Elizabeth Neal is the Co-Chair of the Policy Working Group for the National Outreach Survey for Transportation, under the USDOT Combating Human Trafficking in Transportation Impact Award.​

​Ms. Neal is the Lead International Analyst for the Asia Pacific region at the Transportation Security Administration (TSA). As a Lead Analyst, she is responsible for providing guidance to her colleagues and ensuring appropriate and timely coordination with component and interagency stakeholders on aviation security policy and operational implementation.

During her time at TSA, she has served as a Policy and Strategy Advisor for the Department of Homeland Security’s Blue Campaign, and more recently as a Senior Policy Advisor in the Office of the Administrator, where she initiated a policy gap analysis on TSA efforts to meet National and Department-level strategic goals and objectives for combating human trafficking.

She is recognized as one of TSA’s subject matter experts in combating human trafficking in the aviation domain. She holds a Master’s of Science in Conflict Analysis & Resolution from George Mason University.
